Police Chief Harris relentlessly, saying he padded Phoenix kidnapping stats to get more funds, to the point he finally had to step down! Now, after an INDEPENDENT audit, it shows he actually UNDER-REPORTED stats...they were much HIGHER! But they already achieved their objective!
